Finnish Authorities Fine City Over Traditional Christian Song at School Celebrations
Authorities in Finland have fined the city of Espoo €10,000 and ordered it to pay a pupil €2,500 in compensation after ruling that exposure to traditional Christian song during Christmas and end-of-year school celebrations amounted to discrimination.
The Finnish Non-Discrimination and Equality Tribunal ruled that the city of Espoo discriminated against a pupil by exposing them to Christian content during school celebrations in 2024, ordering the municipality to pay a €10,000 penalty and €2,500 in compensation. The case centred on two traditional songs performed at Christmas and end-of-year events: The Sparrow on Christmas Morning, which includes the lyric that “God shall reward him who is a friend of the poor”, and The Flowering Season is Coming, a hymn sung for generations at Finnish school graduation ceremonies that gives thanks for the beauty of nature and “the riches of God’s goodness”.
The pupil’s parents argued that they had not been informed in advance about the religious content of the performances and were not given the opportunity to withdraw their child. The tribunal concluded that Espoo had failed in its duty to promote equality and considered the pupil’s age and limited ability to avoid the events. The complaint alleged discrimination spanning six years of primary education, although the ruling focused on incidents that occurred in 2024.
The decision follows previous tribunal rulings concerning religious activities in schools. In an October 2024 case, the same body found that a school had directly discriminated against a pupil by organising a Christian concert during school hours without providing an alternative activity, and later criticised another school for allowing a parish choir to promote church activities without properly informing parents.
The latest ruling has attracted particular attention because the songs involved are widely regarded as part of Finland’s cultural and educational traditions. The Flowering Season is Coming has been performed at spring graduation ceremonies in Finnish- and Swedish-speaking schools for generations, and several Espoo headteachers have already informed parents that the song will continue to be included in this year’s celebrations despite the tribunal's decision.
Neither the tribunal nor Finnish media reports specified which religious beliefs of the pupil were allegedly affected by the references to God contained in the songs. The ruling can be appealed before the administrative court.
